asked the Minister for the

Environment and Local Government if he has satisfied himself that cars imported within the past three years meet EU emission standards; and if he will make a statement on the matter. [23988/98]

EU vehicle emission standards directives are mainly directed at the manufacture and entry into service of new vehicles. Emissions from vehicles already in use are specifically addressed by Directive 96/96/EC relating to roadworthiness tests for motor vehicles. The emission standards for passenger cars apply to vehicles which are four or more years old.

I expect to be in a position shortly to announce the award of a contract to carry out testing of passenger cars, including emissions testing, in accordance with the requirements of the directive. The date on which testing will commence will be determined by the contractor's ability to mobilise the network of test centres and other resources.
