Moynihan-Cronin asked the Minister for the Environment and Local Government the plans, if any, he has to amend legislation to provide for the more effective control on the erection of advertising hoardings and signs, particularly on listed buildings; and if he will make a statement on the matter. The erection of advertising hoardings and signs is subject to planning control. Planning permission must be sought for an advertisement unless specifically exempt under the Local Government (Planning and Development) Regulations, 1994. Exemptions do not apply where the works involve the alteration of listed buildings.
In addition, a Local Government (Planning and Development) Bill to extend the protection afforded to Ireland's architectural heritage is currently being considered by the Oireachtas. Section 11 of that Planning Bill will enable a planning authority to serve a notice on the owner or occupier to carry out restoration works to restore the character of a structure, or group of structures, which is protected under the provisions of the Planning Bill. These works could include the removal of unsightly advertisements or signs even if those advertisements have obtained planning permission.
