Business of Joint Committee.

We have been instructed by the technical people to request members to switch off their mobile phones completely and not leave them "on silent" because even when they are left "on silent" they can interfere with broadcasting transmissions.

I record apologies from the Chairman, Deputy Seán Barrett, who cannot be with us today.

Are the minutes of the meeting of 17 April, which were circulated, agreed? Agreed. There are no matters arising from them.

We will go into private session while the clerk briefs us on the planned trip to the Marine Institute in Galway next week.

The joint committee went into private session at 2.25 p.m. and resumed in public session at 2.27 p.m.

The first item of correspondence is a letter from Sustainable Energy Ireland informing the committee on progress made in implementing the accelerated capital allowances for energy efficiency equipment. The correspondence is self-explanatory and is displayed on members' screens. As they will know, the most recent Finance Bill outlined a number of measures to assist in tackling climate change with the specific aim of reducing carbon emissions in line with EU targets. One of these measures is the accelerated capital allowances for energy efficiency equipment, ACA, which enables businesses to write off the entire cost of a limited set of energy efficient motors, lighting and building energy management systems in the first year of purchase. The Finance Bill sets out the limitations on products that will qualify and specifies that the SEI will hold the list of qualifying equipment. We note the correspondence.

The second item of correspondence is a personal notice about a lecture to be given in the RDS Concert Hall on 12 May at 7 p.m., the title of which is Nuclear Energy - Why is it on the Agenda? The details of it are in members' correspondence. That correspondence is noted.

The third item of correspondence is an invitation to a climate change information event as part of the climate change awareness campaign, representatives of which appeared before the committee a few weeks ago. That correspondence is noted.

Item D is an e-mail from Mr. Tom Behan who represents a company called Cool Power which installs photovoltaic systems. The writer has offered to brief the committee on the obstacles facing the solar power industry. It is a policy of the committee that we do not invite individual companies to make presentations to us; otherwise, we would be hearing sales pitches here all year. The clerk has offered to engage with Mr. Behan, note his correspondence and address any of the issues he has directed to us all individually.

I agree with that policy of the committee. However, it would be worth pursuing this matter. I understand Mr. Behan is part of an organisation called the Irish Solar Energy Association of the Solar Energy Society and it might be better to pursue this matter with that organisation.

Yes, that would be fine.

Item E is an invitation to a round table debate on carbon capture and storage to be held in Brussels on 27 May. Are there any takers to attend that debate? That correspondence is noted.

Item F is an invitation to attend a keynote address to be given by Padraig McManus, CEO of the ESB, on its corporate strategy and on the role of electricity in a carbon free world. It will be hosted by the people who will give a presentation to the committee today. The event will be held on 12 May at 12.45 p.m. in North Great George's Street. It would be appropriate if some members of this committee could attend it.

What is the purpose of those people appearing before the committee? With regard to noting the correspondence, do we need to indicate to the clerk to the committee that we wish to go or do we make our own arrangements to go? I am interested in the debate on nuclear energy. Do we ring them ourselves?

Yes, ring them up yourselves. We all get the correspondence. The clerk also gets it and must bring it to our attention. Make the arrangements yourselves.

We are joined by a delegation led by Mr. Peter Brennan, who will introduce the rest of the delegation and outline the background for members. The delegation's presentation is on members' computer screens. It is quite technical, with many big words and initials.

Are there copies available?
