Scrutiny of EU Legislative Proposals

We will continue our scrutiny of COM (2012) 787, COM (2013) 20, COM (2013) 54 and COM (2013) 123. COM (2012) 787 is a proposal for a Council regulation establishing criteria determining when copper scrap ceases to be waste under Directive 2008/98/EC of the European Parliament and of the Council. Do any members wish to comment?

I will comment exactly as I did before. I could copy and paste comments to save time rather than saying the same thing over again.

With the transfer of certain copper from waste to being a heavy commodity and valuable item, we know it is being stolen, with the likes of monuments on motorways being destroyed. Could we look at enforcement and what we must do to make the enforcement of rules stronger? Should we have a report or invite in somebody to make a presentation on where we are falling down and what can be done to change this?

It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed. It is proposed that the following proposals in schedule B do not warrant further scrutiny: COM (2013) 20, proposal for a Council decision on the submission on behalf of the European Union of applications for new entries in Annexe VIII or IX to the Basel convention on the control of transboundary movements of hazardous waste and their disposal; COM (2013) 54, proposal for a Council directive adapting Directives 92/43/EEC, 2001/81/EC and 2009/147/EC in the field of environment, by reason of the accession of Croatia; and COM (2013) 123, Green Paper on a European strategy on plastic waste in the environment.
