Business of Joint Committee

Apologies have been received from Deputies Rory O'Hanlon, Seán Ardagh, Seán Barrett, Billy Timmins and Michael D. Higgins. I remind members and those in the Visitors' Gallery to ensure that their mobile telephones and BlackBerrys are switched off completely for the duration of the meeting as they interfere with the recording equipment in the committee rooms even when on silent mode.

The minutes of the meeting of 30 June 2010 have been circulated. Are there any matters arising?

I raised two issues at the end of the previous meeting, one relating to UN soldiers and violations against women in Haiti. Deputy Michael D. Higgins suggested we follow up the matter to get a more up to date account. The other issue related to the IMF and whether it has cancelled the debt to Haiti without conditions. Does the Chairman include at the end of the minutes any action that was agreed during the meeting? I did not see any reference to that in the minutes.

We will make sure that is included. Are the minutes agreed? Agreed.

There are also three sets of minutes to sign off from a meeting held on the 3 February last and for two private meetings held on 10 and 23 March. These have been circulated. Are there any matters arising? Are the minutes agreed? Agreed.

We have one item of correspondence from the Joint Committee on European Scrutiny concerning decisions taken by that committee at a meeting on 29 June 2010. It is proposed that this be noted. Is that agreed? Agreed.

Before we commence, I am sure members will join me in recording our deepest sympathies to the family of Marie Smith, who was killed in Sunday night's bomb attack in Kampala. Marie, originally from Dublin, had spent much of her life in South Africa working with the Family International missionary group. She had just been completing a two month voluntary missionary programme in Uganda when she was so tragically killed. May she rest in peace.
