Ennis Urban District Council (Dissolution) Bill, 1929— - Legal Practitioners (Qualification) Bill, 1928.

Owing to the lateness of the hour I do not think the Bill could get sufficient discussion at this stage, and I suggest that it be postponed to Wednesday next, when a motion might be made to suspend Standing Orders so that it could be taken as the first business. I anticipate that to-morrow there will be a long discussion on the Censorship Bill and it would be very difficult to get adequate time to consider this particular Bill. It would not be easy for Senators to switch their minds from censorship to the more congenial atmosphere of the lawyers Bill.

I hope it is not going to be taken as agreed that we will allow this Bill to be the first business on Wednesday. Private Bills in the other House never get such a preference, and I would not be a party to giving the preference to this Bill.

I have no intention of trying to get a preference over the ordinary business of the House. All I want is to ensure that the Bill will get proper discussion.

Under Standing Order 55 private business comes last "unless the Seanad shall determine otherwise." It is quite within the power of the Seanad to decide in what order a Bill shall be taken.

If the House refuses permission to give this Bill preference, what then?

Then it cannot get it.

On a show of hands the House decided that the Bill be taken as the first business on the Order of the day after private business on Wednesday, May 1st.
