Perhaps the House could be informed as to the reason why this Bill should be introduced and what its effect is likely to be. I think, before we pass the Second Reading, we ought to have some information in regard to the measure.
Finance (Customs Duties) (No. 4) Bill, 1931 (Certified Money Bill)—Second Stage.
Question proposed: "That the Bill be now read a second time."
There is nothing to add to what I have already stated in connection with the Income Tax Bill. The two Bills were introduced for the purpose of providing revenue to meet a substantial part of the deficit which is anticipated. The remaining part will have to be found by some other method.
