Business of Seanad.

I have received notice from Senator Quinlan that, on the motion for the adjournment of the House tonight, he proposes to raise the following matter:—

The circulation, at State expense, of a pamphlet containing speeches delivered by the Taoiseach and the Minister for External Affairs on Ireland's Rôle in the United Nations and Ireland's Foreign Policy.

I am accepting that notice and the matter will be taken from 9.30 p.m. to 10 p.m., or earlier if the business for the day concludes.

This morning I handed in a notice of motion that the House protest against the proposals of the Minister for Agriculture regarding the disposal of this year's barley crop. This is a very urgent matter. If the House adjourns to-day, the harvest season will be over before the House reassembles. The Dáil is not in session. I would ask you, therefore, to treat this as a matter of great urgency and give some little time for the discussion of the motion during this session.

The Chair has very carefully considered the matter and believes that it is one for a substantive motion which ought to be submitted in the ordinary way. A substantive motion will require four days' notice.

As you are aware, that motion would not be discussed during the present sitting of the House.

It would be a matter for the House later on.

The harvest will be over at that time.

The House may agree to meet next week. There may be a sitting next week; I am not sure. I have given my ruling on the matter and it must rest there.

I suggest that the House ought to sit next week to consider this motion.

It will be a matter for the House to sit next week, if it so desires.
