Order of Business.

It is proposed to take Nos. 1, 2 and 3 in that order. As regards No. 2, the Minister is concluding on Second Stage and he would hope to have all Stages today.

What is the position in relation to the Stages of the other two Bills, the Adoption Bill and the Social Welfare (No. 2) Bill? It is down for Second Stage and, more importantly, the Adoption Bill is also down for Second Stage. Which Stages of that Bill is it proposed to take and will it be possible to have a separate Committee Stage so that Senators——

If possible, I am sure the Minister would like to have all Stages but that can be raised at the conclusion of Second Stage.

I would prefer if it were made explicit on the Order of Business that we would not try to rush through all Stages of the Adoption Bill, in particular, today because I think it is necessary to have time to put in amendments and to have a separate Committee Stage for the Bill.

Whatever Senator Robinson wishes or does not wish, it is not possible for me to talk explicitly as to what a Minister may or may not wish the House to do. I do not want to appear churlish or rude, but there are a number of other Senators to be facilitated as well as Senator Robinson.

I know this is always a difficult time of the year but I think the Leader of the House is not being very helpful to Senators who are trying conscientiously to apply themselves to very important pieces of legislation. I was informed by telephone that the Minister wished to take the Committee Stage of the Family Home Protection Bill today, even though it is still at Second Stage. I have facilitated the Minister in the matter and I have put in amendments that I understand will be circulated. I have not had that opportunity in relation to the Adoption Bill. I think it is absurd to consider that we are seriously applying ourselves to the work of the Oireachtas if we try to rush through an important piece of legislation like that. I think that the normal thing is that there is a separate Committee Stage.

The Senator is making an assumption that may never arise.

I hope it does not arise.
