Adjournment Matters. - Kilrush (Clare) Community School.

The Minister will be aware that it is a few years since a decision was taken to reorganise the educational facilities for second level students in the Kilrush area. At present second level students must attend three buildings in Kilrush — the convent secondary school, the old vocational school and the site of the new school. Last summer some work was done reconstructing the existing building. It is intended that a new construction will be put in place this year which will totally reorganise the facilities on that site. Primary school children who attended that school have been moved to another site. Second level students will attend the one facility.

There is much frustration among parents and teachers because of the delay in having the work completed satisfactorily. Last year they were prepared to allow phase one to take place after which the major construction would be put in place this year. However, there is now concern about the work which has been done on the building. Management, parents and teachers are gravely disappointed at the layout and the changes which have been made. They would like the opportunity to discuss it with an official at the Department. Their main anxiety is that funding may not be provided this year to finish the work.

Before allocations are made by the Minister, I would like to highlight the urgency of the problem, the necessity to complete the project, the desirability of having all the students under the one roof and the need to resolve something which has been in the pipeline for such a long period. Kilrush is a thriving and developing town and the school serves an area which has been severely hit by unemployment. It is, therefore, essential that the best possible facilities are in place for young students. The situation at present places students at a severe disadvantage, particularly in view of the reconstruction work and disruption on the site. I appeal to the Minister to provide funding for Kilrush this year and to see if some remedial works, which would be additional to what was approved, can be carried out.

I would like to outline the background to the situation relating to Kilrush community school. The second level schools in Kilrush — the Convent of Mercy, the Christian Brothers school and the vocational school — have amalgamated to form a new community school. In 1995 the Department completed the purchase of property from the Christian Brothers in Kilrush for the purpose of providing a new community school. The property comprised a six and a half acre site, buildings of the Christian Brothers primary and secondary schools and nine acres of nearby playing fields.

Phase one of the project, involving the refurbishment of the existing buildings, was completed in September 1995 and the new school is continuing to use the existing accommodation at the school. Phase two involves the provision of approximately 16,000 square meters in additional accommodation to cater for the long-term enrolment of up to 450 pupils. The position regarding phase two of the project is that officials from the post primary building unit are currently considering revised stage two documentation which relates to the outline sketch scheme for the project. When stage two documentation has been fully examined by the officials, the school will be authorised to proceed to the next stage of architectural planning. Kilrush community school will be considered in the context of the 1996 capital budget programme for second level schools. That programme will be published in a matter of weeks.

I am fully aware of the pressing need for school accommodation in Kilrush and it was outlined in some detail by Senator Daly. I assure the Senator that every effort will be made to ensure that there are no delays in undertaking this project.

Will the money be available this year?

That will be decided in the forthcoming weeks. We all have our own ideas on suitable projects but we will have to wait and see what projects will be included.

Perhaps the Minister of State will put in a word for it.

The situation, as outlined by the Senator, ensures that the matter will be looked at carefully.
