Sex Offenders (Amendment) Bill 2021: Report and Final Stages

Before we commence, I remind Senators that a Member may speak only once on Report Stage except for the proposer of the amendment who may reply to the discussion on the amendment. Amendment No. 1 in the names of Senators Clonan, Keogan, Boyhan and Craughwell has been ruled out of order as it is not relevant to the subject matter of the Bill.

I thank the Senators for their contributions to this very important Bill. As I said, the provisions of this Bill have been carefully designed to strengthen and improve the system of managing and monitoring sex offenders. It is, therefore, a very important Bill. I thank the Senators for their contributions.

I want to briefly acknowledge what Senator Clonan brought up, which is something I supported initially. I know the amendment was ruled out of order, but the Minister has adequately addressed the issue. I do not think there is a concern around the application of the provisions of this Bill and the previous sex offenders Bill to those in court martial. I hope the Senator will be reassured by what the Minister said on Committee Stage. This is an important update to the legislation. It is welcome and I am glad it has passed. I congratulate the Minister on its passing.
