456. Deputy Robert Troy asked the Minister for Housing, Local Government and Heritage what mechanisms are in place for local authorities to address a situation whereby they enter a turn-key arrangement with a private contractor, but the contractor fails to deliver the units on time. [29980/24]

Social housing provision via the purchase of private units can be a good source for new Social Housing delivery when appropriately located and meeting local housing need. In this regard, my Department provides local authorities with advice on the provision of new build housing through turnkey acquisition in order for them to appropriately pursue this source, alongside all the other delivery mechanisms. The latest advice for Arrangements for the Provision by Local Authorities of Social Housing through Turnkey Projects is issued in Housing Circular 31/2019.

Where agreement is reached between a private developer and a local authority on a scheme of development through turnkey acquisition, the manner of conveyance will be by way of the standard ‘Contract for Sale’. In its role as a contracting party, it is a matter for the local authority to enforce the terms and conditions of such contracts, in order to secure the delivery of the agreed turnkey units, as written in the contract.
