Deputy Joan Collins asked the Minister for the Environment, Community and Local Government if it has been brought to his attention that Sligo County Council's unaudited annual financial statement for the year ended 31 December 2012 was to be considered by councillors at the May monthly meeting of the council on the 13 May 2013; if it has been brought to his attention that consideration of the financial statement had to be deferred because councillors were advised that officials from his Department had sought changes in the financial statement; if it is customary for officials of his Department to scrutinise and insist on changes in local authority annual financial statements in advance of the statements being considered by the respective councils; the changes his Department sought in the financial statement and the reason/s for the changes; the statutory authority, if any, his Department has to seek such changes in advance of the financial statement being considered by the elected council; and if he will make a statement on the matter. Deputy Joan Collins asked the Minister for the Environment, Community and Local Government if it has been brought to his attention that the Sligo County Manager stated at the February monthly meeting that Sligo County Council had not been charging the full cost of services provided by the county council to the borough council each year and that he indicated that the county council has been subsidising the borough council to the tune of approximately €700,000 a year; if it has further been brought to his attention that there is no record of such an annual subsidy in the Books of Estimates presented to councillors by the county manager each year and and that any decision relating to the provision of such a subsidy is a reserved function of the elected members of Sligo County Council and that the elected members never approved such an annual subsidy; if it has further been brought to his attention that the local government auditor was not provided with any information relating to the annual subsidy; and if he will make a statement on the matter. Deputy Joan Collins asked the Minister for Education and Skills the way he proposes to lift the educational attainment levels within the Traveller community in view of the fact that many cutbacks in education funding both directly and indirectly affect those in the Traveller community as highlighted by a recent report by Pavee Point indicates that funding for Traveller education has been cut by 86.6% since 2008. Deputy Joan Collins asked the Minister for the Environment, Community and Local Government in view of the fact that in 2008 Sligo County Council sought approval from his Department to the raising of a loan of €6.4 million for a new Sligo museum and an extension to the Model Arts and Niland Gallery, that the total capital cost of the new museum and extension to the Model and Niland Gallery was an estimated €23.5 million, if his further attention has been drawn to the fact that the balance of the capital funding was to be provided by way of a contribution of €2 million from the Model Niland Gallery, a grant of €4.6 million from the Department of Arts, Sports and Tourism ACCESS I and II and Government grants of €10.5 million from the Gateway Innovation Fund and ACCESS III; if the loan was approved by his Department conditional on the balance of the funding being made available from the other sources; and if he will make a statement on the matter. Deputy Joan Collins asked the Minister for the Environment, Community and Local Government in view of the fact that his Department, in a letter to the Sligo County Manager dated 2 November 2012, expressed concern at the accumulating deficit on the councils revenue account and stated that he would be willing to provide approval for the conversion of the council’s then existing overdraft of €7.5 million to a term loan, and further stated that such a loan would reduce the council’s banking costs and provide an opportunity for the council to reduce its overall debt levels, if his attention has been drawn to the fact that having converted the €7.5 million overdraft to a term loan, the county manager at a council meeting on 4 March 2013 sought approval for a new overdraft of €8.5 million; if his further attention has been drawn to the fact that Sligo County Council’s revenue deficit increased by a further €2.45 million in 2012; if he is of the view that the ongoing conversion of Sligo County Council overdrafts to term loans is sustainable; if he intends to approve the proposed new overdraft of €8.5 million; and if he will make a statement on the matter. Deputy Joan Collins asked the Minister for Children and Youth Affairs further to Parliamentary Question No. 500 of 26 March 2013, there were 368 Health Information and Quality Authority audits of the Dublin north west foster care service, there was 34 cases of serious concern, if birth parents who have reported concern of their children in foster care to social services and have not been contacted by social services following the HIQA report, the way these birth parents proceed to clarify their reported concerns; Dublin North West Social Services was closed after the report and social workers have been dispersed, if she will support that the reports of the 368 audits be sent to all the birth parents; and if further action is being taken in any of the 32 cases.
