The main purpose of this Bill is to give members of local authorities the right to take maternity leave, without the need for a council resolution. The Bill also gives councillors who take maternity leave, or are absent for other allowable reasons under the Local Government Act 2001, the option to have a temporary substitute co-opted to the council.
