CEISTEANNA—QUESTIONS. [ORAL ANSWERS.] - TREATY AND LEAGUE OF NATIONS.

asked the President whether the Treaty between Great Britain and Ireland, dated the sixth day of December, 1921, has yet been registered with the League of Nations, and, if not, whether he will represent to his Britannic Majesty's Government that it is incumbent upon the British Government, pursuant to the Covenant of the League of Nations, to present the said Treaty for registration at Geneva.

So far as we know the Treaty has not been registered with the League of Nations. The question of an application by us to have it registered is closely involved with the question of membership of the League. The question of its being incumbent on the British Government to present the Treaty for registration is one between the British Government and the League, and we do not propose to invite a rebuff (which would be justified) by making representations to the British Government.

Is the President aware that under Article 18 of the Covenant of the League of Nations, every Treaty or International obligation entered into by a member of the League, must be registered, and is not binding until registered?

I am aware of that. I have a copy of it here before me.

Does not that make the question of registration a serious question for us?

A serious question for the League of Nations, if my interpretation of the Article is correct.
