Accounts for goods supplied during the period February to June, 1922, will be considered, and if it is proved that the goods were supplied to and were necessary for the maintenance of troops loyal to the Provisional Government at the date on which the goods were supplied and the prices claimed are reasonable, the accounts will be paid.
