PRIVATE BUSINESS. - LOCAL OFFICERS' COMPENSATION (WAR PERIOD) BILL, 1924.—REPORT.

I formally move the following amendment:—

To add to Part I. of Schedule the following words and figures:—

I wish to point out that the officers of the Wicklow County Council mentioned in this amendment are in exactly the same position as the officers named in the Schedule of the Bill, and their names should have been included in the Schedule. I hope the Minister will accept the amendment.

I propose to accept this amendment. It appears that this matter has been before the Wicklow County Council, and it was anticipated that they would agree to giving the allowances mentioned in the fourth column, £37 19s. 11d. and £25 9s. 9d. The Council holds that these two cases should be included in the Bill, and, in consequence, and in order to clear up this matter, I propose to include them. Their cases are the same as other officers mentioned in the Schedule to the Bill.

I would ask the Minister if he noticed a letter which appeared in the papers from one of these people who said he resigned his office out of loyalty to his principles and to his support to the old Irish Parliamentary Party. I wonder if there are many more cases of this kind. We are, of course, taking the word of the Ministry in regard to all these individual cases, but apparently a disclaimer appears from one of these officers, Mr. Denis O'Carroll, and saying that the reason for his resignation was that he adhered to his old principles as a supporter of the old Irish Parliamentary Party. Does that apply to many of the other names in the list in the Schedule?

I could not answer that. I think the less said about Mr. O'Carroll's case, the better. He had what we would call a "narrow shave," and I think he ought to be congratulating himself.
