LIVE STOCK BREEDING BILL, 1924—FOURTH STAGE (RESUMED).

I beg to propose amendment 1:—

In Section 2 (2), page 2, line 46, after the word "time" to add the words "and shall be accompanied by the prescribed fee aforesaid."

This amendment speaks for itself.

I wish to move amendment No. 2:—

In page 2, line 59, to add to Section 2 a new sub-section as follows:

"(5) Where the Minister refuses an application for a licence under this section he shall return to the applicant for such licence the fee paid under sub-sections (1) and (2) of this section by such applicant on such application, and may also, if he thinks proper so to do, return to such applicant the whole or any part of the additional fee (if any) paid under sub-section (3) of this section by such applicant in respect of such application."

This is a drafting amendment, and it defines the word "purebred."

In Section 3 (2), page 3, line 9, after the word "bull" to insert the words "(entered or eligible for entry in a prescribed herd-book)."

In Section 4 (2), page 3, line 41, after the word "bull" to insert the words "(entered or eligible for entry in a prescribed herd-book)."

I beg to move amendment 5:—

In Section 8 (3), page 4 line 53, after the word "application" to add the words "and for the purposes of this sub-section the decision of the Minister, if communicated to the transferee by post, shall be deemed to be received by him at the time when the same would be delivered in the ordinary course of the post."

We had not time to see those amendments; we only got them now.

If the Deputy had told me that in the beginning we would have proceeded more slowly.

Amendment 5 meets a point raised on the Committee Stage. The Bill omitted to deal with that particular point, and this amendment provides procedure for the serving of notices in the event of the person on whom notice is to be served trying to evade service. This is rather a usual provision for similar purposes in other Bills.

This Bill is purely intended for Limerick and Tipperary. There are no other counties in the Saorstát mentioned.
