Vol. 9 No. 27

CEISTEANNA—QUESTIONS. ORAL ANSWERS. - REMUNERATION OF SCHOOL ATTENDANCE OFFICIALS.

asked the Minister for Local Government and Public Health whether he is aware that owing to a resolution of the County Council of Kilkenny, passed in December, 1921, which had the effect of stopping the funds necessary to keep in existence the Castlecomer School Attendance Committee, that the operations of the said Committee ceased; whether the officers of the said Committee, who neither resigned nor were dismissed, have not been paid any remuneration since 31st December, 1921, and whether seeing that said officers are "Existing Officers" within the meaning of the Acts of Parliament governing Local authorities, vide Technical Officers in Limerick, etc., he will see his way, or represent to the Department of Finance, to have these officers paid the arrears of salary due to them respectively; and if he will state what steps are now necessary, having regard to the circumstances of the case, to be taken to have the Committee function.

The answer to the first part of the question is in the affirmative. I understand that the officers concerned have received no remuneration since December, 1921, but I do not know whether the School Attendance Committee, who have control over the employment of such officers, removed them from office consequent on the County Council's action. School attendance officers do not hold pensionable posts and consequently the superannuation of the Limerick technical officers has no bearing. In view of the terms of Section 3 (4) of the Education Act, 1892, the question of reviving the functions of the Committee would appear to be one for the Minister for Education.
