SECTION 9.
(1) Upon the discharge of any soldier of the Forces who is certified by a person registered under the Medical Acts in actual practice of the medical profession to be a person of unsound mind and to be a proper person to be detained under care and treatment, the Minister, or any officer of the Army Medical Corps not below the rank of Commandant deputed by the Minister, may, by order, cause such soldier to be sent to the lunatic asylum established for the district to which it appears to the Minister or such officer (as the case may require) after investigation made by him in accordance with the provisions of this section that such soldier belongs....

I beg to move:—

In sub-section (1), lines 51-52, to delete the words "of the Army Medical Corps," and in lines 52-53 to insert the words "for the purpose" between the words "Minister" and "may."

Under the sub-section as it stands it might happen that the same officer would be the certifying officer and the committing officer. The amendment gives the Minister power to ensure that that shall not happen.
