FINANCIAL RESOLUTIONS—REPORT. - RESOLUTION No. 11.

I beg to move:—

"That the Dáil agree with the Committee in Resolution No. 11." I have looked into this matter and I hope to be able to meet Deputy Gorey on the point he raised. Regulations will be made by the Minister for Finance prescribing various matters for the administration of this particular duty and we will be able to provide that there will not be any unnecessary filling up of forms.

Will the Minister say the date that these will come into force?

Immediately after the Finance Bill is passed. Regulations cannot be made until then. As soon as regulations can be made it will become payable under them. They will give the various dates.

In connection with the dog licences I should like to ask the Minister if he has considered the question of changing the date at which they are payable. There is a suggestion, I think, that the date should be changed to the 1st of the new year. The idea is to prevent wandering dogs going through the country killing lambs during the lambing season.

That will be considered.
