I cannot say whether we will take the Industrial and Commercial Property Bill tomorrow.

I understood we were to have that as the first business to-morrow.
I am not sure. I have not seen the Minister for Industry and Commerce. I understood it was not particularly pressing, and that if we were considering something to be left over until the end of the autumn that would be one of the measures. I do not think it would be possible to get through all the sections in the Committee Stage before the Adjournment.
I understood this Bill would be sent to a special Committee. If it is intended that it should be referred to a special Committee, it would be of advantage to have the Second Reading disposed of early.
I have not had an opportunity of discussing the matter with the Minister for Industry and Commerce.
This is a very complicated Bill, and, as has been pointed out, it affects very considerable interests, and the second reading explanation would probably be received with a great deal of interest. I do not anticipate that there will be a very long discussion.
I will undertake to see the Minister early about that. I am only expressing my own views on it, and they may not be those of the Minister.
Arterial drainage will take a long time. The Industrial and Commercial Property Bill is a complicated measure. It has so many sections that I think it would be best dealt with by a Joint Committee.
