CEISTEANNA—QUESTIONS. (ORAL ANSWERS.) - ACCOUNTS UNDER NATIONAL HEALTH INSURANCE ACTS.

asked the Minister for Local Government and Public Health if he can state approximately the total amount of money to the credit at December 31st, 1924 (or at the last date at which the accounts have been ascertained) of each of the several following accounts created under the National Health Insurance Acts, 1911 to 1918, that is to say:—The Approved Societies Current Account; The Deposit Contributors Fund Account; The Commissioners Investment Account; The Approved Societies Investment Account; The Commissioners Current Account; The Unclaimed Stamps Account; The Initial Reserves Values Account; The Reserve Values (Apportionment) Account; The Reserve Values (Interest) Account; The Reserve Values (Redemption Account); The Reserve Suspense Account; The Unattached Members Fund Account; The Dissolved Societies Fund Account; The Contingencies Fund Account; The Central Fund Account; Societies Investments:— Mortgages and Loans, British War Loan, National Loan, Other Securities, and other accounts which have been created.

The following statement gives under the headings 1 to 15 the balances in the various accounts referred to as at the 31st December, 1921, which is the last date at which it is possible to give accurate figures. In every case the balances are those in the All Ireland Accounts and will be the subject of apportionment by the International Arrangements Board in dealing with the division of the Irish National Health Insurance Fund between Saorstát Eireann and Northern Ireland as at the 28th February, 1922, and the separation of the scheme of National Health Insurance in Saorstát Eireann from that in Great Britain as at the 31st March, 1922. Until this apportionment has been effected it will not be possible to give separate figures for Saorstát Eireann.

STATEMENT.

1. Approved Societies Current Account—i.e., cash credit of Approved Societies in Irish National Health Insurance Fund—£314,107 9s. 3d.

2. Deposit Contributors Fund Account—£32,649 2s. 10d.

3. Commissioners Investment Account —i.e., National Health Insurance monies transferred to National Debt Commissioners for investment—£1,948,057 13s. 10d.

4. Approved Societies Investment Account—i.e., portion of three above appropriate to Approved Societies —£1,414,815 0s. 0d.

5. Commissioners Current Account— presumably the same account as 1 above.

6. Unclaimed Stamps Account— £205,105 5s. 2d.

7. Initial Reserve Values Account— The total Initial Reserve Values credited to Approved Societies was £3,947,375 3s. 5d., of which £451,221 12s. 7d. has been converted into cash, leaving outstanding paper credits of £3,496,153 10s. 10d.

8. Reserve Values Apportionment Account—i.e., amount credited to Approved Societies for interest and redemption of Reserve Values in excess of amounts available from contributions—£45,353 7s. 4d.

9. Reserve Values Interest Account. A sub-account of Reserve Values Apportionment Account—The actual amount available for interest is credited to Approved Societies each year.—No balance.

10. Reserve Values Redemption Account—i.e., total amount of Reserve Values converted into cash —£451,221 12s. 7d.

11. Reserve Suspense Fund.—Cash, £35,517 15s. 9½d.; Reserve Values (Paper), £262,461 7s. 8d.

12. Unattached Members Fund.—It is not clear what is meant by an unattached member. No such an account is kept.

13. Dissolved Societies Fund—£78 7s. 0½d.

14. Contingencies Fund Account—i.e., aggregate contingencies funds of Approved Societies for the years 1919, 1920 and 1921—£148,986 18s. 8d.

NOTE.—Since the 31st December, 1921, certain of the above securities have been sold and the proceeds reinvested. The amount of National Loan held by Societies at 31st December, 1923, the latest date for which figures are available, was £55,680, and on behalf of Societies at 31st December, 1924, £226,453 2s. 7d. (nominal value). The ultimate destination of the above securities will not be known until the apportionment is completed.

16. Central Fund.—The amount to credit of the National Health Insurance Central Fund constituted under Section 15 of the National Health Insurance Act, 1923, is: Securities, the cost price of which was £65,951 17s. 3d., and £1 14s. 9d. uninvested cash.
