BLACKROCK ELECTRICITY ORDER.

I move:—

Go gceaduítear an t-Ordú Speisialta a dhin an tAire Tionnscail agus Tráchtála fé sna Electricity Supply Acts, 1882 to 1919, agus fén Ordú um Choimisinéiri an Leictreachais (Aistriú Feidhmeanna), 1924, i dtaobh Baile-Cheanntair na Carraige Duibhe, i gContae Bhaile Atha Cliath, Ordú a tíolacadh Dé Máirt, 19adh Eanair, 1926.

That the Special Order made by the Minister for Industry and Commerce under the Electricity Supply Acts, 1882 to 1919, and the Electricity Commissioners (Transfer of Functions) Order, 1924, in respect of the Urban District of Blackrock, in the County of Dublin, which was presented on Tuesday, 19th January, 1926, be approved.

I am asking the Dáil to give approval to the Order referred to in No. 1 of the Orders of the Day. The Order was presented on Tuesday, 19th January, and has to deal with a very small matter. It is a question of area and the necessity for the change now required arose in this way. When the 1924 Special Order was made and approved by the Oireachtas with regard to the Urban District of Blackrock, Co. Dublin, a rather large area was included in the Schedule, and it was laid down that mains must be compulsorily erected in that area within a period of two years. Negotiations are at present proceeding between Dun Laoghaire district and Blackrock district, whereby Dun Laoghaire will supply Blackrock with electricity. The negotiations are likely to be successful, if the area is modified or reduced to a certain extent, and the schedule, which is really the only operative part of the Order, does definitely limit the area from that approved in the 1924 Order. The Order will not deprive any resident of Blackrock of his right to obtain a supply in accordance with the ordinary Electricity Acts, but if this Order that is now presented be made it will avoid the financial risk of laying down mains in that particular area before a definite demand has been secured.

I take it that in the event of this Order going through, it will limit it to what may be described as the more urban part of Blackrock, which is most densely populated.

In the event of there being a further demand, the Minister will be, I presume, prepared to place a further Provisional Order on the paper, so that the supply of electricity might be extended to the more outlying districts once it appears likely that it would be a successful commercial proposition.

I think I can assent to all the Deputy has asked because reaction of the Electricity Supply Bill passed recently on this Order would mean that if arrangements made for reciprocal supply by certain areas proved sufficient, and if there was greater demand there would be a natural request for a further Order re-enlarging the area and, of course, argument could be used to get the Dáil to agree to re-enlarging the area.

The Minister will not oppose the demand.

Certainly not.

I wanted to get that undertaking.
