PRIVATE NOTICE QUESTION. - SAORSTAT AND LEAGUE OF NATIONS.

asked the President to state whether the Irish Delegation to the present Assembly of the League of Nations had been instructed to oppose the application of all or any of the Powers who are demanding a permanent seat on the League Council.

The primary object of this Extraordinary Assembly being to further consolidate the peace of Europe by the admission of Germany to Membership of the League and to a permanent seat on the Council, the Saorstát Delegation has been instructed to oppose the consideration of any claims which would be calculated to prevent the realisation of that object. The Saorstát Delegation will support the view that questions affecting the Constitution of the Council, other than the admission of Germany to a permanent seat, should be postponed to the September sitting. The delicacy of the situation, however, necessitates that the Delegation, which has the benefit of the presence of the Minister for External Affairs, should be in a position to exercise a certain discretion in the interpretation of these instructions.
