IN COMMITTEE ON FINANCE. - FINANCIAL RESOLUTION—ROAD FUND (ADVANCES) BILL, 1926.

I move:—

Chun go dtabharfaí chun críche forálacha aon Achta a rithfar sa tsiosón so chun comhacht do thabhairt chun suimenna do roimh-íoc leis an Ród-Chiste amach as an bPrímh-Chiste agus chun socrú do dhéanamh chun na suimeanna san d'aisíoc leis an bPrímh-Chiste, go bhfuil sé oiriúnach a údarú:—

(a) go dtabharfar don Ród-Chiste amach as an bPrímh-Chiste no as a thora fáis pé suimeanna is gá chun go bhféadfar amach as an Ród-Chiste, íoe do dhéanamh sna suimcanna uile 'na bhfuil anois no 'na mbeidh aon uair a muirear agus a n-íoc air, ach gan an méid iomlán a roimh-íocfar amhlaidh leis an Ród-Chiste do dhul thar Dhá Mhilleon Punt; agus

(b) go cuirfar ar an bPrímh-Chiste no ar a thora fáis muirear colna agus úis aon urrúsanna a tabharfar amach ag an Aire Airgid, chun iasachtaí d'fháil fén Acht san.

That, for carrying out the provisions of any Act of the present session to enable sums to be advanced out of the Central Fund to the Road Fund, and to make provision for the repayment of such sums to the Central Fund, it is expedient to authorise:—

(a) the issue out of the Central Fund or the growing produce thereof to the Road Fund of such sums as may be necessary to enable the Road Fund to meet all sums which are now or may at any time be charged thereon and payable thereout, provided that the total amount so advanced to the Road Fund shall not exceed Two Million Pounds; and

(b) the charge upon the Central Fund or the growing produce thereof of the principal and interest of any securities issued by the Minister for Finance for the purpose of borrowing under such Act.

The purpose of the motion is set out clearly in the resolution. Its object is to enable advances to be made to the Road Fund from the Central Fund for the purpose of putting the Minister for Local Government and Public Health in a position to carry out a larger scheme of road work than he could carry out by depending on the annual income of the fund.

Can the Minister say when advances from the Road Fund will be available for the local authorities?

That is really a matter for the Minister for Local Government and Public Health. As soon as this Bill has been passed, any money required for an improvement scheme by the Minister for Local Government and Public Health can be advanced to the Road Fund. I think the question is really one of settling schemes of work.
