TARIFF COMMISSION BILL, 1926—FIRST STAGE.

There were two errors in the Title of the Tariff Commission Bill as introduced yesterday, and, as the print of the Bill would not be ready for circulation to Deputies until about six o'clock this evening, I think it would be desirable that these errors should be amended. With the leave of the House I would ask to have the Order fixing the Second Stage of the Bill discharged, and also ask leave to withdraw the Bill as introduced, and re-introduce the Bill with the amended Title. With the permission of the Dáil I therefore move:—"That the Order fixing the Second Stage of the Bill be discharged."

Order discharged; Bill ordered to be withdrawn.

I move:—

"That leave be given to introduce a Bill entitled an Act to provide for the establishment of a Commission to report to the Minister for Finance on proposals for the imposition, modification, or renewal of customs duties on the importation of goods into Saorstát Eireann, and to regulate the proceedings of such Commission, and for other matters connected therewith."

Leave granted; Bill read a First Time.

As the Bill will not be circulated until about six o'clock it may be desirable to leave the fixing of the Second Stage until after the tea interval, so that Deputies may have an opportunity of seeing the Bill.

Does the Minister intend to take the Second Reading on Tuesday?

The Minister may take it that there is no agreement to that proposition. The difficulties which we mentioned yesterday will arise, and it will not be possible to have the Bill considered without a meeting next week. We will agree to a Second Reading on Wednesday.

Could this matter be discussed after the tea interval?

In that case I will not pursue the matter now.

We can leave over the order fixing the Second Reading until we resume after the suspension for tea, of the sitting, when the Bill will be in the hands of Deputies and when we will have some idea as to the prospects of meeting to-morrow. It may then be easier to fix the Second Stage. Nobody is prejudiced by that. Deputy Baxter will be in as good a position then as he is now.
