CEISTEANNA—QUESTIONS. ORAL ANSWERS. - STREET TRADING IN DUBLIN.

asked the Minister for Local Government and Public Health whether he is aware that by-laws made by the Commissioners for the City of Dublin prohibit stall-trading in over 250 streets, and whether, in view of the very large number of streets affected and the widespread dissatisfaction amongst the street-traders concerned, he will exercise the powers conferred upon him by Section 6 (3) of the Street Trading Act, 1926, and cause a local inquiry to be held into the matter.

The by-laws referred to by the Deputy were adopted by the Commissioners on the 27th of November last and notice was published in the newspapers of the 6th December that the Commissioners proposed to make application to me for the confirmation of the code at the expiration of one month from the date of the publication of the notice and that during that period the by-laws would be open for public inspection at the offices of the Commissioners. The application for confirmation was made to me on the 11th ultimo with an intimation that no objections had been received by the Commissioners. In the absence of any objections it was not considered that the holding of an inquiry would serve any useful purpose. Power to hold such an inquiry is given only as a preliminary to the confirming of the code and not subsequent to it. The code was confirmed by me on the 18th ultimo and I have no power to rescind the by-laws or any of them.
