CEISTEANNA—QUESTIONS. ORAL ANSWERS. - UNEMPLOYMENT INSURANCE (LEIX.)

asked the Minister for Industry and Commerce if and when a claim for unemployment insurance benefit was made by James Conran, Mountmellick, Leix, and if and when the amount due was, or will, be paid.

James Conran, Mountmellick, U.I. Book No. Portarlington 1894, claimed unemployment benefit at the Portarlington Branch Employment Office on the 18th September, 1926. Some doubt arose as to whether or not Mr. Conran fulfilled the conditions for the receipt of benefit and it was necessary to refer his claim to the Chief Insurance Officer, Dublin, for decision. Unfortunately, when the decision was reached and the claim was returned with the Chief Insurance Officer's decision to the local office, it did not reach its destination and is presumed to have been lost in transit. Steps are being taken to have the claim reconstructed, and it is hoped that it will be possible to pay any benefit due to Mr. Conran very soon.

asked the Minister for Industry and Commerce if he received a claim for refund of unemployment insurance contributions from Mr. Patrick Dunne, Mountrath, Leix, and if he can now state what action he has taken, or proposes to take, in connection with same.

Mr. Patrick Dunne, of Mountrath, Leix, lodged a claim to refund of unemployment insurance contributions under Section 25 of the Unemployment Insurance Act, 1920, at Port Laoighise Branch Employment Office on 24th November, 1926.

A refund under this section is not payable in any case in which the amount of unemployment benefit drawn by an applicant exceeds the value of the contributions paid by him.

According to the records of the Department, Mr. Dunne received unemployment benefit to the amount of £21 16s. 8d., whereas the value of contributions paid by him was £8 9s. 10d. He is not, therefore, eligible for a refund. A communication to this effect was despatched to Mr. Dunne on 22nd instant.
