PUBLIC BUSINESS. - INTRODUCTION OF BILLS WITHOUT NOTICE.

The President desires to introduce certain Bills of which notice was only given to-day.

I want to raise a question as to the advisability of introducing a Constitution Amendment Bill without having given notice. It seems to me to be stretching too far, indeed, the leniency that has usually been accorded the introduction of special Bills without notice. There is a considerable difference between the introduction of a Bill to amend the Constitution and the introduction of ordinary legislation. I do not know what the proposals of the President are with regard to discussion on the First Stage, but I want to say at the beginning that I shall oppose the Bill to amend the Constitution. I think it would be better that notice should be given of its introduction, before it is even granted a First Reading.
