Ceisteanna—Questions. Oral Answers. - Town Tenants Legislation.

asked the Minister for Justice whether, in view of the fact that a number of landlords are forestalling prospective legislation, following on the Town Tenants Commission Report, by getting decrees for possession against their tenants of decontrolled houses, it is his intention to prevent the effect of this forestalling by including a retrospective clause in the forthcoming proposals for legislation.

I have no precise information as to the extent to which decrees for possession are being obtained which could not be obtained if the proposed legislation dealing with town tenants were enacted. Retrospective legislation is in general very undesirable and very difficult and I am not in a position at the moment to say to what extent, if any, it will be found desirable or expedient to introduce retrospective clauses into the Town Tenants Bill which is in course of preparation.
