In Committee on Finance. - Ennis Urban District Council (Dissolution) Bill, 1929—First Stage.

I beg to move:

"That leave be granted to introduce a Bill entitled an Act to continue in force the Ennis Urban District Council (Dissolution) Order, 1926, and the dissolution of the Ennis Urban District Council thereunder, and to make consequential provisions in respect of the said council and the property, powers and duties thereof."

I shall ask the leave of the House to take the remaining stages of the Bill to-morrow in special circumstances. The statutory period of the Commissioner in charge of Ennis expired on the 14th inst. Normal steps were taken to have the urban council elected to take over the powers and duties of the council from him. There was a failure to elect a council, and under Article 7 of the Application of Enactments Order, 1898, it would then become the duty of the county council to order an election and to nominate persons to take over the duties of the council. The county council, however, to whom the matter was referred, on the failure to elect a council, to-day declined to take action under Article 7, so that the position now is that there is no authority in charge of Ennis. The circumstances in which this particular matter has arisen can be explained to-morrow on Second Reading, but this Bill is introduced to tide over the legal difficulty which has arisen and to continue until such period as may be necessary the Commissioner in charge of Ennis.
