Private Business. - Superannuation and Pensions Bill, 1929—From the Seanad.

The Minister proposes to accept recommendation No. 1 from the Seanad, which deletes that portion of sub-section (1) of Section 3, which relates to the imposition of penalties by an order made by the Minister, and restricts the section to prescribing scales and rates of pensions for soldiers. The actual recommendation is:

Section 3 (1). That all after the word "payable," line 16, be deleted down to the end of the sub-section.

Is it usual to take the motion to agree with the recommendation immediately after the Executive Council has indicated its attitude?

The course usually adopted when recommendations are received from the Seanad is, that the Minister in charge of the Bill indicates his intention in this House with regard to amendments or recommendations, and the business is set down for consideration later. Sometimes it is taken on the same day if no objection is raised.

A member of our Party is looking after this particular subject, and he is not here at the moment. In the circumstances, I ask the Dáil to postpone consideration of this matter until to-morrow.

I have no objection, but the whole matter is quite simple.

It is important to know when will the twenty-one days elapse.

If these recommendations are not considered to-day the Bill becomes law as it stands. I am not quite sure about that, but I will make enquiries.

If the House proposes to accept them they must be considered to-day if this is the last day.

I will indicate the Government's intentions. I propose to accept recommendation No. 1 and reject recommendation No. 2. I have already explained the effect of No. 1. A short explanation of recommendation No. 2 is that we propose to adhere to the form in which the Bill passed the Dáil, which reserves to the Dáil control of money. If the recommendations were accepted it would give the Seanad power to share with the Dáil in the control of the money.

We will agree with the rejection of that.
