Private Business. - Superannuations and Pensions Bill, 1929—From the Seanad.

The Dáil went into Committee to consider the following recommendations from the Seanad:—
1. Section 3 (1). That all after the word "payable," line 16, be deleted down to the end of the sub-section.
2. Section 3 (2). That all after the word "of," line 22, be deleted down to the end of the sub-section and that the words "both Houses" be substituted therefor.

I said to-day that I was prepared to accept recommendation No. 1. It alters the complexion of the Order which may be made by the Minister. As the amendment left the House the Order would contain a penalty or penalties, and the penalties are now removed, if this recommendation be accepted. I move the acceptance of the recommendation.

I agree with the recommendation. As far as I can see, it is only reasonable.

Question—"That the Committee agree with the Seanad in the said recommendation"—put and agreed to.

I am disposed to ask the Committee to reject recommendation No. 2. It is a recommendation which associates the Seanad in the matter of finance. As I said to-day, I was not disposed to agree to this recommendation. The control of finance should be within the power of the Dáil. I therefore move the rejection of the recommendation.

Question—"That the Committee do not agree with the Seanad in recommendation No. 2"—put and agreed to.
The Dáil went out of Committee.
Agreement with recommendation No. 1 and rejection of recommendation No. 2 reported.
Ordered: That the Seanad be informed accordingly.
