Question proposed: "That the Bill do now pass."

Before you put the other question, may I raise a point of order? This is the 11th July, and the resolution governing the proceedings here to-night deals with the 10th July, so that a Deputy is entitled to discuss the Bill on the Fifth Stage.

Does the Deputy base that point of order on something in the resolution?

The resolution deals with Wednesday, 10th July. It states:—"Provided that after the said hour on the said day a question shall not be put from the Chair."

The proviso refers to questions which shall not be put from the Chair, not to questions which may be put from the Chair.

The resolution closures the debate as far as 10th July is concerned. It states:—"Provided that after the said hour on the said day a question shall not be put from the Chair on any amendment nor upon any motion other than a motion necessary to bring the proceedings forthwith to a conclusion, and then only when moved by the Government." These regulations have now come to an end, it being past the 10th July, and the ordinary procedure with regard to discussion of Bills in this House is open to any Deputy.

Surely the proviso deals with questions which shall not be put from the Chair and with nothing else. The resolution deals with certain business which it states "shall be brought to a conclusion at 10 p.m. on Wednesday, 10th July, 1929, by putting from the Chair forthwith and successively the questions necessary to bring the proceedings to a conclusion." We have now reached a point of time which is after 10 p.m. on Wednesday, 10th July, 1929. The proviso the Deputy mentioned is concerned solely with the prohibition addressed to the Chair to the effect that the Chair shall not put certain questions after a certain hour. The Deputy's point, I understand, is that the Chair is not in order in putting a particular question now.

The point I am raising is that those regulations only refer to the 10th July.

That is not so. There is nothing in that point at all.

May I ask at what hour and on what date does this resolution end?

It is no use asking the Ceann Comhairle a question like that. The resolution compels the Ceann Comhairle to put all the questions necessary to bring certain business to a conclusion. The business now is Appropriation Bill—Fifth Stage, and the question is: "That the Bill do now pass."
