That leave be given by the Dáil to introduce the following Supplementary and Additional Estimates for the service of the year ending on the 31st day of March, 1930, namely:—
Votes No. 7 (Old Age Pensions), 11 (Public Works and Buildings), 14 (Property Losses Compensation), 19 (Tariff Commission), 24 (Ordnance Survey), 41 (General Register Office), 43 (National Health Insurance), 48 (Technical Instruction), 49 (Science and Art), 50 (Reformatory and Industrial Schools), 52 (Agriculture), 55 (Land Commission), 60 (Unemployment Insurance), 61 (Industrial and Commercial Property Registration Office), 66 (External Affairs), 67 (League of Nations), 71 (Repayments to the Contingency Fund).
The principal sum is one of £14,800 for old age pensions, which arises from the fact that for the last couple of years there has been an upward trend in the number of persons receiving old age pensions. The extra sum required for property losses is £100,000. This is due to the fact that greater progress has been made with reinstatement than was anticipated when the original estimate was made. Part of that progress arises, I think, from pressure put on people who are entitled to compensation by the Department of Finance. There is a sum of £5,900 for public works and buildings, which is partly to make provision for the rebuilding of the Shrine of St. Moibhi, which would have been covered by the waters of Lough Derg in consequence of the Shannon scheme if it had been left in its original site. The other item of £5,055 is for the cost of equipping and furnishing the Delegation offices in Rome and Berlin.
