In Committee on Finance. - Vote 27—Haulbowline Dockyard.

I move:—

Go ndeontar suim ná raghaidh thar £2,770 chun slánuithe na suime is gá chun íoctha an Mhuirir a thiocfidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1931, chun Costaisí i dtaobh Longlainne Inis Sionnach.

That a sum not exceeding £2,770 be granted to complete the sum necessary to defray the Charge which will come in course of payment during the year ending on the 31st day of March, 1931, for expenses in connection with Haulbowline Dockyard.

This Vote is for the maintenance and upkeep of the Haulbowline Dockyard which was transferred by the British Government to the Government of the Saorstát on the 21st March, 1923. The eastern portion of the island has been let to the contractors for the salvage of the ss. Celtic until 31st July, 1931, with the right of an extension of the tenancy for a further year. The lessees are liable for the maintenance of the property let to them. The provisions in the Estimate for 1930-31 are only for the maintenance of the western portion of the island. The total Vote is accordingly only £4,150, as compared with £12,100 last year—a decrease of £7,950, and compared with £19,500 in 1928-29, a decrease of £15,350. There are decreases on all sub-heads of the Vote. In sub-head A, Dockyard Maintenance, there is a total of £3,100 as against £9,000 last year. This contemplates the employment of a maintenance staff, a superintendent, a foreman, and about ten men, supplemented from time to time by casual labour for emergencies in such cases as storm repairs. Sub-head B, Fuel, Light and Water, is reduced from £2,000 in 1929-30 to £650 in consequence of the letting of portion of the dockyard. Sub-head C is for alterations to plant and buildings. The provision of £400 is required to meet the cost of a secondhand motor boat which it is proposed to purchase for the purpose of the ferry service for transport of the Board's men and materials between Haulbowline and the mainland. The present boat is not fit to travel with safety in rough weather. I do not think there is anything further in this Vote to which I need refer. There has been a considerable reduction since last year.
