In Committee on Finance. - Local Elections and Meetings (Postponement) Bill, 1931—Committee Stage.

Sections 1 to 11, inclusive, agreed to.

I beg to move the following amendment:—

Before Section 12 to insert a new section as follows:—

So much of Section 2 of the Vocational Education Act, 1930 (No. 29 of 1930), as defines the expression "election year" is hereby repealed and in lieu thereof it is hereby enacted that for the purposes of the said Act the following provisions shall have effect, that is to say:—

(a) in relation to the council of a county borough and to the vocational education committee for a borough vocational education area, the year 1931 shall be an election year, and every third successive year after that year shall also be an election year; and

(b) in relation to any other local authority and to any other vocational education committee, the year in which the appointed day under this Act occurs shall be an election year, and every third successive year after that year shall also be an election year;

and the said Vocational Education Act, 1930 shall be construed and have effect and be deemed always to have had effect accordingly.

The purpose of the amendment is to secure that there need not be an election to the vocational education committee. The first vocational education committee was elected in September last year. The Vocational Educational Act then had the provision that there would be an election in the year 1931, and every three years after that, in order to harmonise the election position of the vocational education committee with the general county council position. This will secure that the vocational education committee, which was elected last year, will continue during the life of the council which was a party to its election. It will secure, also, that in the case of the borough council the election will take place in the normal way this year.

I ask the permission of the House to take the final stages of the Bill now. Perhaps the House will allow that, in view of the fact that we have dealt with the Committee Stage.

We cannot agree to the other stages being taken now.

Then I propose to take the Fourth Stage to-morrow. It is desirable that the local bodies would know exactly where they stand in regard to this matter and it is also desirable that the Seanad should deal with the Bill next week.
