asked the Minister for Finance if he proposes to introduce proposals for legislation to reduce the licence duty of £10 per annum paid by dealers in imported second-hand clothing.

There is no licence duty on dealers in imported second-hand clothing as such, but these dealers may become liable to the hawkers' licence duty of £10 per annum imposed by Section 12 of the Finance Act, 1930. I do not propose to introduce legislation to reduce the licence duty which may become payable by dealers in imported second-hand clothing.

In view of the sympathetic attitude taken up by the Minister for Industry and Commerce in relation to the importation of second-hand clothing, will the Minister for Finance consider the advisability of reducing the amount paid for hawkers' licences in that connection?

I am afraid it would not be possible to differentiate in favour of a particular class of hawker.
