asked the Minister for Finance if he has received any special communications from the county surveyor, Kilkenny, regarding wages paid on minor relief schemes in that county and if he will state the nature of such correspondence.

The only special portion of the correspondence with the county surveyor of Kilkenny refers to minor relief work on one particular scheme. The county surveyor in this case recommended that owing to special circumstances the rate of wages should be increased to 26/- per week. The recommendation has been adopted.
I may say that in all these cases the surveyor does not act as county surveyor, but as agent for the Commissioners of Public Works.
asked the Minister for Finance if he will state (a) the number of minor relief schemes carried out in County Kilkenny; (b) if they are carried out under the supervision of the county surveyor; (c) the number of men employed on each scheme; (d) the rates of wages paid on each scheme; (e) whether the men were engaged through the local Employment Exchange or the local ganger; (f) the nature of the work in each case, and the place where same was, or is, being carried out; and (g) the amount allocated for each scheme.
The replies are as follows:—
(a) The number of approved works for County Kilkenny is 13, of which two have not yet been started.
(b) The works are carried out under the supervision of the county surveyor, acting as agent for the Commissioners of Public Works.
(e) The men were engaged by the local ganger acting on the instructions of the county surveyor.

N.B.—As the Minor Relief Works are coming to a conclusion, the number of men employed as set out above is necessarily low.
Will the Parliamentary Secretary state why the men are not engaged through the local Employment Exchange?
That is a matter which I will be very glad to have discussed when we come to consider the whole question. There are very special considerations in relation to minor relief works, and how far they will apply in the various conditions existing in the different counties as you go further west from the Shannon is a matter in regard to which I will be very glad to have the considered opinion and experience of Deputies when the whole subject comes up later for discussion.
