Vote 77—Repayments to the Contingency Fund.

I move :—

Go ndeontar suim na raghaidh thar £4,205 chun íoctha an Mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31adh Márta, 1934, chun Roimhíocanna Ilghnéitheacha áirithe d'aisíoc leis an gCiste Teangmhais.

That a sum not exceeding £4,205 be granted to defray the Charge which will come in course of payment during thed year ending 31st March, 1934, for Repayment to the Contingency Fund of certain Miscellaneous Advances.

The details of the repayments are given on the face of the Estimate. I might explain that the purpose of the Contingency Fund is to defray urgent or unforeseen expenditure which is not covered by the ordinary Votes and for which it may be impracticable, for one reason or another, to seek the immediate approval of the Dáil at the time when the payment is made. By custom, the Minister for Finance may make advances from the Contingency Fund to meet deficiencies on the ordinary Votes and for new services. Advances from the Fund are repaid from the appropriate ordinary Votes where a Vote for the service financed by the advance exists. In other cases, they are repaid from the Vote for repayments to the Contingency Fund. An account of the Contingency Fund showing the advances made, the repayments effected and the advances outstanding is prepared annually and is examined by the Comptroller and Auditor-General. This account Deputies will find attached to the Appropriation Accounts which are circulated from year to year and in which is included an account showing the annual repayment made to the Contingency Fund. The total amount of the Fund is £20,000. No final payment is charged against it, but the Fund is restored to its original figure at the close of each financial year by a Vote of the nature which is now before the House.
