Financial Resolution No. 1. - Rates of Excise Duty on Tobacco.

This is the Resolution which gives an aditional rebate of 2d. per lb. on home-grown tobaccos.

Does that make the total remission of duty 5½d. per lb? Is there a remission of 5½d. on home-grown tobacco now?

That was not the basis upon which new tobacco has been grown. It was originally proposed that the price would be 1/3 per lb. This resolution is to enable the previous price to be increased to 1/5 per lb.

I should like to bring to the Minister's notice a cause of complaint which has been felt by some people in connection with the provision made for tobacco growing. The Government made a number of promises in recent years in connection with that matter. I have had communications from one particular gentleman in my constituency who apparently made provision to supply a lot of plants to farmers for the growing of extra tobacco this year. He now finds that owing to Government policy the farmers cannot grow it. I would like to know in what position he stands. I am bringing the matter before the notice of the Minister for Finance and the Minister for Agriculture in order that they will perhaps realise the necessity of compensating that man in some way owing to their having prevented him by their action from disposing of these tobacco plants. I am sure the Minister for Agriculture has had something to do with the matter.

The Deputy, having said all that, will now realise that it has no relation to the Resolution before the House.

Having said that, I want to say that I feel I have done my duty in bringing the matter before the Minister.
