Tobacco Bill, 1934—Report and Final Stages.

The following amendment was on the Order Paper:—
In page 16, before Section 30 (5) to insert three new sub-sections as follows:—
(5) The Minister for Industry and Commerce, after consultation with the Minister, may if he so thinks fit establish an advisory committee to advise him in regard to the making of orders under sub-section (1) of this section and the revocation and amendment of such orders.
(6) An advisory committee established under the next preceding sub-section of this section shall consist of a chairman appointed by the Minister for Industry and Commerce and of such and so many other members as the said Minister shall think proper to appoint, subject to the limitation that such other members shall consist in equal proportions of persons representing workers at rehandling stations and persons representing employers of such workers.
(7) Payments may be made by the Minister for Industry and Commerce out of moneys provided by the Oireachtas to members of the advisory committee established under this section, to such extent as may be sanctioned by the Minister for Finance, in respect of repayment of travelling expenses and payment of subsistence allowance.

This amendment is devised to provide for the establishment of an advisory committee to advise the Minister for Industry and Commerce in the making of any orders under sub-section (1) of Section 30 to fix the minimum wages for workers in our rehandling stations. It is considered desirable that before making any such order there should be some committee appointed to advise the Minister.

As this amendment involves a potential charge upon the Exchequer, it is necessary that the Bill should be recommitted for the purposes of the amendment.

I have no objection.

The fact of the situation is that we have undertaken to give the Government certain measures this morning. We are aware that certain amendments might profitably be inserted in the Bill but we anticipate that these amendments will be considered and inserted in the Seanad and then brought down to us. Therefore it was suggested that we take only Government amendments to-day

Amendment No. 2 is in the name of Deputy Cosgrave. I take it that any amendment by private Deputies—such amendments as the Government signify their intention to accept—might be passed to-day. Is Deputy Cosgrave's amendment accepted?
