asked the Minister for Local Government and Public Health whether his attention has been drawn to the increase of unnecessary noise caused by drivers of motor vehicles; and whether he proposes to abolish or, at least, diminish such abuses (a) by forbidding the use of motor-horns of an unreasonably discordant type; (b) by prohibiting the use of open exhausts; (c) by prohibiting the use of horns and other signals in certain districts and during certain hours.

No representations have reached me regarding increased unnecessary noise caused by drivers of motor vehicles.
As regards (a), I shall consider to what extent existing regulations can be amended so as to prohibit the use of motor-horns of an unnecessarily discordant type. The use of open exhausts, referred to at (b), is already prohibited. Concerning (c), I am advised that, having regard to the provisions of Section 15, sub-section (3), of the Road Traffic Act, 1933, it is doubtful whether I have adequate powers to deal with the matter of silence zones. I am, however, having that question specially looked into.
Generally, I would like to call the Deputy's attention to Articles 21, 63, 64 and 65 of the Mechanically Propelled Vehicles (Construction, Equipment and Use) Order, 1934.
