Supplementary Questions—Procedure.

Might I ask for a ruling from you, Sir, on one matter? You will see from the Order Paper that I directed question No. 7 to the Minister for Industry and Commerce. He was not here at the appropriate time to answer the question. I therefore addressed the supplementary questions to the Minister for Justice, who answered the questions for the Minister for Industry and Commerce, but the Minister for Justice was unable to reply to the supplementaries. Now that the Minister for Industry and Commerce has arrived, might I be permitted to address the supplementaries to him?

It would be better to table the supplementary question as a separate question. A Minister may, as on this occasion, be detained in the other House. We cannot go back on the Order Paper if a Minister enters after 3.30 p.m.
