Committee on Finance. - Vote No. 8—Compensation Bounties.

I move:—

Go ndeontar suim ná raghaidh thar £21,800 chun slánuithe na suime is gá chun íoctha an Mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1937, chun íoctha Deolchairí ar shiúicre do rinneadh de bhiatas dúthchais, ar thobac do rinneadh de dhuille dhúthchais, agus ar íleacha éadtroma hídrocarbóin do rinneadh i Saorstát Eireann, agus ar a n-íoctar ais-tarrac.

That a sum not exceeding £21,800 be granted to complete the sum necessary to defray the Charge which will come in course of payment during the year ending on the 31st day of March, 1937, for the payment of Bounties on sugar made from home-grown beet, on Tobacco manufactured from home-grown leaf, and on home-made mineral hydrocarbon light oils, on which drawback is paid.

Deputies are, I think, aware of the circumstances under which these compensation bounties are payable. Heretofore certain manufacturers imported dutiable articles required in the manufacture of their products, and on the exportation of these products secured a drawback equal to the amount of the duty paid. Now that the products are being manufactured here and are, in some cases, subject to an excise duty, the drawback arrangement does not operate, so the relative position of these manufacturers is being maintained unchanged by the payment of these compensation bounties.
