Ceisteanna—Questions. Oral Answers. - New Constitution.

asked the President whether in framing a new Constitution for the approval of the Dáil it is the policy of the Government to retain or to discard the privilegés of Commonwealth membership.

asked the President whether in framing his new Constitutional proposals he will bear in mind the desirability of working towards the conciliation of the majority in Northern Ireland.

I am taking questions 1 and 2 together. I have already announced that I hope to submit the Constitution proposals of the Government to the Dáil in the autumn. I do not propose to discuss them by way of question and answer in the meantime.

Arising out of the Vice-President's reply, while I can easily afford to wait and see, I should like to ask the Vice-President to consider whether or not the electors of Galway and Wexford can and whether they are not entitled to know the answer to the first question on the Order Paper; also whether he will consider introducing emergency legislation to postpone the polling days of these elections until the Government shall have made up their mind as to the answer to the first question.
