Committee on Finance. - Vote No. 11—Public Works and Buildings.

I move:—

Go ndeontar suim Bhreise ná raghadh thar £10 chun íoctha an Mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1937, chun caiteachais i dtaobh Foirgintí Puiblí; chun coinneáil-suas Páirceanna agus Oibreacha Puiblí áirithe, chun déanamh agus coinneáil-suas Oibreacha Dréineála; agus chun Deontais - i - gCabhair do Loingseoireacht Abha na Sionainne.

That a Supplementary sum not exceeding £10 be granted to defray the Charge which will come in course of payment during the year ending 31st March, 1937, for expenditure in respect of Public Buildings; for the maintenance of certain Parks and Public Works; for the execution and maintenance of Drainage Works; and for a Grant-in-Aid of the River Shannon Navigation.

The Estimate is for the sum of £10, but the Vote required is for a sum of £20,0000. I stated on the Committee Stage of the Bill that it was estimated that the construction of the airport would cost £500,000, or if residential quarters for the staff employed were required, £520,000. It is contemplated that the construction of the airport will be carried out by the Office of Public Works. I should make it clear, however, as Deputies will see on the back of the Estimate, that the total estimate for the work has not yet been officially made by the Department, and that the estimate of £500,000 which I have given, or £520,000, including residential quarters for the staff, is a provisional estimate. Preliminary work in fact is only being done at present. Inquiries are being made and so on, and it is really very difficult to state a precise figure, but I have given a figure of £500,000, which may be taken as a provisional estimate. The Vote required is £20,000. It is expected that that will be made available from savings under other headings by reason of works provided for, which may not be carried out during the year. The works which will be undertaken in the year 1936-37 will comprise preparatory work in connection with the drainage of the landing area and other preliminary work for the general construction works including the erection and fur nishing of huts for a radio station, etc. This expenditure will be chargeable under sub-head B—New Works, Alterations and Additions, of the Vote for Public Works and Buildings.

The Minister estimates £20,000 as the amount likely to be spent between now and the end of the financial year. Is that likely to be spent or is it like some other building estimates of which we have a little evidence here in this slip of paper?

It is estimated that a considerable amount of preparatory work, such as drainage, will be carried out before the end of the financial year.

How much does the Minister expect to be able to save this year on the Board of Works Estimate as a whole? He mentions £19,990. Probably a great deal more than that will be saved. Has he any idea how much of the alleged work of the year will be done before the end of the year?

I cannot say really. These are figures supplied by the Board of Works. I think that the Board of Works feel that it is extremely difficult to give a very close estimate. Not having had experience of this kind of work before, they really are in the position that they will have to take counsel probably and get special technical advice and assistance before they proceed very far. I think it is for that reason that they feel they cannot give a close estimate. But I assume they feel, from the knowledge at their disposal and the amount of work already done by the chief engineer, that it is quite likely that the £20,000 will be expended.

That is not the question I put. This is only a nominal Vote for £10 and on that showing there will be a saving of £19,990. I only want to know how much that represents of the total saved on the Board of Works Estimate for building this year. There is a great deal more than that saved.

Unfortunately, I have not the Board of Works Estimate before me.
