Committee on Finance. - Vote 50—Reformatory and Industrial Schools.

Go ndeontar suim ná raghaidh thar £55,771 chun slánuithe na suime is gá chun íoctha an Mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1940, chun costaisí mar gheall ar Scoileanna Ceartúcháin agus Saothair, maraon le hAiteanna Coinneála (8 Edw. VII, c. 67; Uimh. 17 de 1926; Uimh. 24 de 1929).

That a sum not exceeding £55,771 be granted to complete the sum necessary to defray the Charge which will come in course of payment during the year ending on the 31st day of March, 1940, for expenses in connection with Reformatory and Industrial Schools, including Places of Detention (8 Edw. VII, c. 67; No. 17 of 1926; No. 24 of 1929).

I would like to put a question to the Minister with regard to industrial school teachers. In the statement introducing the Vote for the Office of the Minister for Education he said it is the intention of the Government to bring these teachers within the Primary Education Vote. Is he in a position to tell us how soon we may expect these teachers to be brought in, or what steps are necessary to bring them in? Does it require legislation, or is it that certain inquiries are to be made to meet with the requirements of the Department, inquiries with regard to qualifications, and they will then be in a position to bring in those teachers without legislation?

The position is that the inspectors have received instructions to furnish reports to the Department on the suitability of the teachers in industrial schools to be recognised as national teachers. As soon as these reports are received from the inspectors, I hope there will be no avoidable delay in deciding what teachers it will be possible to take on the Vote for Primary Education.

I take it that legislation is not required to implement that?
