Courts of Justice (Emergency Powers) Bill, 1939—First Stage.

I ask leave to move the First Stage of the Courts of Justice (Emergency Powers) Bill, 1939, with the Title as set out on the Order Paper:—

Bill entitled an Act to confer on courts of justice certain powers in relation to remedies in respect of the non-payment of money and the nonperformance of obligations (including powers in relation to bankruptcy and winding-up proceedings) and to make provision for purposes connected with the matters aforesaid.

Is the Bill being opposed?

Yes, Sir, the Bill is opposed.

The Bill, therefore, goes back to Private Deputies' time, and will be placed after item No. 20 of to-day's Order Paper.

Am I to take it, Sir, that I would be entitled to make a short explanatory statement with regard to the Bill at this stage?

Not at this stage.
